I think it's because Nolan really wanted his Batmanverse to be realistic so he refused to hire any Holywood kungfu choreographers. The end result is he ended up shooting a realistic portrayal of a pampered rich kid trying to fight in tight plastic armor

It's a layered meta-commentary. Bruce Wayne's father was a pillar of the community and Bruce is striving to be the same both as himself and Batman.
Bane wishes to destroy Gotham so he's literally tearing down the pillars that support it.
It's like pottery. Bravo, Nolan.

And he's probably slightly miffed that these will be remembered as his most successful movies.

Also it's cold.

And they aren't being paid much.

There's no decent fighting in the second movie either. The only one that really sells itself is the brief sword fight on the frozen lake, mainly because of all the cuts.
Probably because when you have people flailing fake swords at one another, you are obligated by the Union to have an expert on hand.

Some just want the Human Drama and only do the fighting shit because it's obligatory. Nolan only really got into the chases, he's all about that French Connection shit.
Zack on the other hand, thinks scenes of actors just talking is GAY, and lets everybody wing them so he can get back to his cartoon action-figure conflicts.
