Steiner had at most a handful of battalions VS dozens of Soviet divisions that have what basically amounts to infinite artillery support and waves of tactical bombers ready to delete anything that moves. Ordering Steiner to attack is monumentally stupid and would just result in that sector having no front-line anymore with the Soviets, after having mopped up the pitiful German units, facing no more opposition and can just march forward unimpeded.
