She's a play on the typical of that time blonde airhead but a black woman. That's it. The writers would be smart enough to give her moments of self awareness and heart. But it was to poke fun at the fact that skin color doesn't always affect behavior, like Carlton, they both grew up in a affluential white neighborhood and reflect that.

For the same reason we don't see the dumb blonde trop anymore. There's no agenda it's just changing trends in what people find funny or interesting. Also I feel almost positive there are recent examples, I just don't watch enough movies or tv shows anymore because so much of it is slop, I'm way more selective now and only stick to a few genres. The last example I can think of is Goo from Foster's, which ended in 2009 and is exactly when I stopped watching television.
