I think there are levels of serial killers that Prater knows and communicates with.
Dex got in as Red. A few years, a few meetings, a bunch of trophies, many more killings, and he will unlock the next level where instead of a 100K payout, he'd be getting a million and a different group.
Mia, Lowell, ponytail, all entry level serial killers that have never upped their game.
Prater is encouraging them, guiding them, and has them killed when they step out of line.
Maybe they'll step their game up and advance to the next level, or they are too coarse and mundane.
Just how many victims did Mia, Gemini, etc have?
A dozen each?
Definitely less than the Ripper.
It's possible Prater hosts these minor serial killer events for a few years until one emerges from the rest as the most prolific or best.
Then they get invited to the next group.
The groups don't mix, or even know of each other.
Prater admitted that Gemini was too full of himself and irritating.
It could be that Prater had hopes of moving Gemini up at first, but he was just too insufferable, even though he had the bodycount.
Red is interesting because he is a new addition.
Two years from now, Red might be seen on the same level as Lowell to Prater. Just an opportunistic killer.
But.
Prater would move the Bay Harbour Butcher to the big leagues fast if he found out that Dexter had cleared out the competition.
This season could just be Dexter cleaning out the small fry, getting discovered, and promoted.
I'm just saying, Dexter piloting a boat in NY Harbor as a party goes on is a bit too on the nose.
Prater would absolutely hand over a craft like that to the BHB just for the novelty of having the real BHB hanging out with The Ripper, and an as of yet unnamed group partying in the back of the boat.
