He was even a different character in s01e01 aka the pilot episode and then a different but mostly same for the rest of season 1. In the pilot he was more sadistic and they made more than one reference to him getting sexually turned on by killing people. The writers probably wanted a "safe" season to win back viewers so they more or less did a mild reboot of S1 Dexter. Dexter and Harrison is like Dexter and Brian Moser hitting it off, Angel is like Doakes, Ntare is like Angel Dexter's new best friend, Prater's club is like Miami Metro where Dexter keeps his secret hidden, Kadia is like an experienced Deb, Harry is still Harry, and Charli and Laguerta are both annoying girlbosses (kinda a stretch I like). i think jonah coming back for a hackneyed twist reveal would be extremely, extremely disappointing. no matter how you shape it. i think it would be unearned and it would ruin the season if they can't think of anything original and have to dredge up a minor character from 15 years ago for some shock factor.
and to be honest, it would be out of character for his season 6 appearance. iirc, he killed his mother out of rage because he thought she drove his sister to commit suicide. he was going to kill dexter out of self defence because he thought dexter was there to kill him. it never really felt like he was an actual killer
the only reason jonah back is a thing is because of a 3 second sequence of him holding a hook in a hardware store. if there was a jonah reveal cooking, they would have already dropped copious hints in resurrections (which they haven't)

He needs a supporting cast to get tangled up with and currently all he has is the black guy whose basement he lives in. Think of the kino end of season shot as he walks through the NYPD office with donuts, being greeted by his new co-workers and then sits in his new revolving chair and spins in it while narrating about all the NY killers he's going to hunt.
