In Beyond's timeline, it somewhat did. No city is going to be 100% perfect, but Beyond Gotham is cleaned up and nowhere near as downtrodden as TAS era. It's a cutting edge tech hub. Even the Jokerz street gangs are small potatoes compared to the mobsters and other figures in Bruce's prime.
The biggest problem was corporate crime which Derek Powers and others swooped in. That's much harder to combat because it's under the radar.

Ever see the episode Baby Doll? Where an actress is stuck being in a child's body despite being a 30 year old woman? Batman is an adult man trapped as a young boy in that alley when confronting her.
In the War Drums storyline (prelude to War Games), Leslie Thompkins once told Bruce that she saw much of his father in him and how he sanctified life. He should become a doctor. Bruce told her that it wasn't his father who taught how life was precious; it was her.
What I LOATHED about The New Batman Adventures on WB was that episode where Bruce gets brainwashed by Brainiac. There's a video clip of him smiling and Tim says it's weird that Bruce is smiling. The TAS on Fox had PLENTY of occasions where young Bruce was smiling and being jovial. It wasn't just an act; he was a more optimistic and upbeat person in his earlier years as Batman.
And he NEVER stopped caring or believing in reform. He gave Ventriloquist a job in Wayne Enterprises. He was there when Harvey was undergoing surgery to repair his face; to which Harvey was grateful that Bruce was ALWAYS there for him. I miss that Batman/Bruce Wayne. The guy who rubbed shoulders with other celebrities to do charity work as well as provide people with jobs.
In a world where a masked vigilante or an honest cop or even a brave civilian stopped the Waynes from getting gunned down, young Bruce would've developed into an upstanding man still.
