“Boxing rules” were inherently different back in Sherlock Holmes’ day, and the set of rules used and expected would have varied based on fighting location.
Sherlock in this instance, was fighting a bare knuckle boxing match, in a crappy back street ring.
Marquess of Queensberry Rules would have been in effect by then, but would also not be “the rules” in this match, since Queensberry rules required gloves.
The previous London Prize Ring Rules outlawed butting, gouging, scratching, kicking, hitting a man while down, holding the ropes, and using resin, stones or hard objects in the hands, and biting, but also allowed throwing your opponent, and spiked shoes.
The fight Sherlock is in obviously doesn’t care about the standardized rules, whether the older London, or newer Queensberry rules.
