The only rule I remember Chigurgh following is the whole coinflip thing, which sorta falls in line with the whole randomness and unpredictability of death theme the movie has. It kinda absolves him of the resposibility of the violence since to coin chooses and all that. Plus he only really pulls out the coin in situations where he feels that the person does not necessarily need to die, it's not like he is two-face who determines every kill with the coin. I dont see the coin hindering him too much, maybe outside of letting witnesses live.

2 and 3 are a completely standalone story. If anything, a huge fucking problem with them is that they bring any of the characters back. They suffer because Jack is meant to remain an enigma with comparatively little screen time. They also suffer because Will and Elizabeth are very much NOT adventuring heroes. They are normal people for whom the events of the 1st movie are an exceptional once-in-a-lifetime thing (unlike the pirate characters). Making them adventuring swashbucklers was a colossal character assassination. A good Pirates 2 movie (if there could be such a thing) would be an all-new adventure that would happen to feature Jack Sparrow in limited amounts as a side character.
