not him but key and peele are easily the worst for this. it's not just that they overstay their welcome, they never escalate either. they hit one note and maintain it for the whole sketch and it's fucking excruciating once you've heard the one joke the first time and there's 2 or 3 more minutes of them waffling about it.
even the sketch you posted is shit. it takes almost a minute to get to the punchline, but the setup isn't funny at all. there's supposed to be humour in that 50 seconds, not just right at the end. they're fucking terrible at constructing sketches.

Actually I think that sketch is literally the first thing in the first episode of the show. Still many of Peele's characters are just inherently funny which is one of the show's strengths

These two are hilarious. Some of the funniest sketch comedy ever. They started taking themselves way too seriously now, though. They both think they're "serious artists" now with important messages to spread. Jordan Peele in particular is completely up his own ass. I hate when comedians turn out like that. Chappelle has drifted this way too. They forget their number one job and why they became famous in the first place is because they're good at making people laugh.

Uncle Tom originally meant a house negro(Boondock's Uncle Ruckus), before it was bastardized to mean anyone who doesn't act like a stereotypical innercity black(Boondock's Uncle Tom), but besides that, I mostly agree with your analysis. Peele feels like he needs to overcompensate because he's a half-black theater fag

Still funniest show for me. I consistently cried with laughter every episode. People that complain about "dragged out too long" doesn't seem to understand the absurdity of it being too long is part of the absurdist humor they were going for.
