I've considered this before, if there really was an attack the absolute maximum warning time will be under 30 minutes, possibly closer to 15 after the detection, confirmation, and dissemination. All it would do is cause total chaos. On the other hand, survivors would question the legitimacy of their government afterward, possibly leading to a breakdown in continuity efforts.

in canada we get an emergency alert 'test' every 3 months or so because they can't make it work on every device for some reason and they keep trying new things, i guess.
i got a couple of them on my last phone.. but the phones before that one, and my current device, not a single alert comes through. and it's seemingly always pointed out if one happens when i'm in public. the gas station will have a dozen people in it and only 3 phones and the radio will go off, someone will comment "if it was a tornado warning, i guess i'm chosen to die" or "was that an amber alert? i didn't get it, does that mean i'm a suspect?"
