$114,000 is nothing. And yes in season 10 Ross does get tenure. Dunno why he's claiming he isn't wealthy though. A tenured professor at a major public university in one of the most expensive cities in America probably makes 3x that much. A tenured professor in my city alone makes over $200k (government-funded public school so their salaries are all public information).
