He actually fell off immediately after he decided to expand it. The original plan was 3 books. He did 3 books all within 2-3 years of each other. He was on track, until he let himself get distracted and wanted to expand the War of Five Kings. His editor had to talk him down from 11 books, which is fucking hilarious in retrospect. He clearly had a moment of delusion and severe autism, let it get the better of him, and it ruined him.
If he'd stick to his original plan, he'd have been done around 1999, celebrated and could've moved on. He probably regrets this more than anything else in his entire life.

The lore and backstory of their world is better than the immediate story which is basically The Suicide Squad. The cast is likable enough if you're into that style of grungy comedic horror (which it is full of) but the lore is pretty close to horror. Demons are, well, demonic, magic exists but it's typically disturbing or portrayed as some kind of violation (necromancy, mind control, forced body horror transformations, etc).
There's a -bit- of that gene wolfe sentiment where the writer just lets you figure shit out yourself. It keeps referring to crucifixes and it took me a few chapters to realize it wasn't a cross as the characters involved with the priesthood naturally discuss their faith.

So people probably don't remember it because it was so long ago, but when Feast of Crows came out, fans absolutely hated it and shitted on it. I think while all the other books were at 4.5 stars on Amazon it was sitting at 3 stars. Dance of Dragons had an even worse rating, I remember it at like 2.5 stars on Amazon when it came out. So most book readers that were fans and actually followed the series before HBO bashed GRRM and hated those 2 books. If you use wayback machine you can actually see how much people hated both of those books.
Then slowly over time as the normies got into Game of Thrones on HBO they pumped up the reviews and now it's like both were always loved by all the "fans". It's weird.

He started going full retard on POV characters, switched POVs for major plotlines, some were written and went literally nowhere after hundreds of pages, very little of significance happens in AFFC/Dance relative to the first 3. By the time the third book is over the introduction to this world and the war of 5 kings is largely concluded and Dany is already conquering 2/3 of the planet, the next 2 books spend 2000 pages but by comparison very little progresses or changes. If he'd actually release another book, this wouldn't have been that big of a problem. If he'd stuck to releasing one every two years or so it'd just be accepted as the cooling period between the story's major parts. As it is it is a lazy and meandering epilogue to a half finished series that ends badly for all the people anyone ever cared about.

The most divisive thing is they started splitting narratives in book 4 because George had sprawled the story so much and written himself into so many corners, he couldn't follow all the characters. So like most of the main characters folks had been following had ZERO POV chapters in Book 4 and people were pissed because of the way Book 3 was left off.
Bran, Jon Snow, Daenerys, Davos, Tyrion all had zero chapters and a bunch of bit characters nobody gave a shit about got POV chapters.

It's also just a more timeless attitude to have, especially for something like fantasy. Tolkien is long dead but his books are still popular decades later, and the movies mostly stuck the landing (Hobbit was a mess though). Martin is still alive but even say he bashes out the last 2 (lol) in the next couple of years and they're of decent enough quality will they have the same staying power?
