They’re in an awkward spot since they can’t have a number of groups show up without broaching the issue of how they completely fucked the setting and lore. Followers? Yeah those guys that were in the Boneyard that was retconned as Shady Sand. Jacobstown? Oh yeah they were with the Master the guy that was based in LA and was hunting down vaults, but managed to miss one that was out in the open on fucking Venice Beach. Crimson Caravan? Of they’re based in The Hub a location that was around and stable before the NCR was even a thing, yet is never mentioned or brought up as a power in the region.

Abandoning all of the territory and multiple other settlements on par with Shady Sands just to go to a frontier they were getting their asses kicked in. No, it has to be a flashback like you said. But I know they are dumb enough to do something like you said above it.

This is why the game lore critics are based. The west coast Fallout lore had a ton of care and attention to detail put into it and was added to over time to make a coherent history and world that lined up with each new storyline, if you just decide to fuck it all up and not pay attention you put yourself in a lot of shit when you try to adapt more stuff because the lore they ignored is what makes sense of everything.

Mr house always wins ending was canon. Ncr was btfo(since shady sands got nuked) so legion was allowed to stay in accordance to Mr house's wishes, mostly because their territory is the safest for trade(as stated in game), and both Mr house and the legion took out the BoS in the area. Mr. House is alive, along with all of his securitrons which keep legion out of the strip mainly as a deterrent. BoS will move in to reclaim their old foothold in the Mojave and will try to claim the tech on the strip resulting in several factions fighting one another for this territory and tech. Death claws in freeside. BoS war encroaches on the strip, legion sees this as an opportunity.
