The phrasing is vague enough that it could be technically referring to any part of the franchise (eg a spin off show, old episodes being available on iplayer etc). The show is clearly dead for the foreseeable (and thats a good thing)

the last two seasons were backed by disney money and they had distribution on disney+ outside the uk, before that happened it was rumoured the BBC were getting ready to put it on hiatus or severely cut it's budget.

show was cancelled by the BBC with power of the doctor intended to serve as the series finale
the stars aligned to get rusty and tennant back, the show was uncancelled and the final minute of the episode was changed to include tennant

It just gets worse. RTD decided that Davros being in a wheelchair was offensive to disabled people. So in a Children in Need Doctor Who special featured Davros walking about. Then he inserted a wheelchair user into Unit. The woman irl has a degenerative condition so can walk just not very far. Because this was never mentioned, some fans were confused if she could walk why did she need the chair etc. As a direct response to some fans asking this they had a scene when they were being manipulated where Kate Lethbridge-Stewart shouts at wheelchair user how she has seen her walking. Later in the two part finale, disabled people live in homeless camps because incel mans wish has taken over the world and he doesn't really think about disabled people so they are forgotten.

This isn't true anymore. You only need the license fee for specific things such as live TV. Increasingly now people aren't paying for the license fee because they only watch streaming and non payment was decriminalised many years ago. The BBC manages to piss off both sides of the political spectrum and there have been a lot of calls to scrap the fee altogether.

RTD kind of reminds me of how JK Rowling was. JK Rowling was in that desperate liberal place of pandering so declared Dumbledore was gay despite none of that being in the text so she could win brownie points with fans. Only she eventually fell afoul on the trans issue and when she couldn't win points anymore all she could do is double and triple down with animosity. RTD is pandering in a similar more desperate way because he wants to keep his position and is SUPER desperate to do so.

Technically it still can be an offense but it is never truly prosecuted upon criminally, usually just via fines.

It isn't an empty tax but it is currently on the downward spiral. Both sides of politics attack the BBC for its political coveragee.g. the left attack it over stuff like the Israel coverage, the right see it as woke. There have been many recent scandals (allegations on Strictly Come Dancing, Master Chef etc) as well as older scandals like Saville. A lot of big shows like Doctor Who are going down the drain. But people still think it plays an important part. The charter is coming up for renewal in 2027 so that is when we will probably see more discussion over this.

if they were serious they would do a reset back to the space spores dream episode and have that doctor wake up to the real world (for real this time, everything prior was just a bad dream), rory and pond have long been dead and he aged out of his body and regenerated. I know I would watch it again if they took a step back and fired all the writers from the last 8 years.
