As much as people have made fun of individual scenes and pieces of dialogue in TDK, they mostly come together into a coherent dramatic whole. Plus Ledger dominating every scene he's in. TDKR is just a mess of ideas that lead to no payoff, which makes Nolan's awkward writing and directing stand out more.

Romero is too camp, Nicholson's Joker feels to sane, Heath's Joker is a bit too grounded, Phoenix is a sadsack incel (or a fake weakwilled loser if you trust the sequel), and the less said about Leto the better. And all of them also lack a certain bite. They never cross an unforgivable line, they never have that big moment. We've never had a truly fun, chaotic, and downright sadistic Joker in a live action movie. We've had movies that are good in spite of it, but we've never had a depiction that captures the full character. Jerome is probably the best we've gotten and he wasn't even the real Joker.

those are the few funny moments he has. he should be funnier when in public, like when he records the video with the kidnapped cop and when he's at the party with rachel. but i don't think Nolan understands humor, or the joker. if you look at the arkham games, half of what the joker does that is either an elaborate goofy death machine, or dialogue where he's fucking with people by saying or doing goofy shit, the other half being a psycho.
