So why do this instead of Tron 3? Is it just to keep costs down? Was it a different script they just slapped the Tron IP onto? Did they do some gay ass market research that said people don't want to see fictional worlds anymore? The possible explanations for studio incompetence are endless.

No man, you like, totally don't get it. It's SUBVERSIVE. The audience is expecting to see Tron in the Grid but like, what if we subverted their expectations, and made it in the real world.

tbf the excuse about the Users not being able to control the grid from outside because they get trapped into it has already been done twice. a third time would be too much.
the whole concept of TRON isn't really worthy of a franchise if you really think about it, but Disney is just desperate for new action projects.

Tron 1: a bunch of people enter the grid
Tron 2: one digital person leaves the grid, one human stays in the grid
Tron 3: a bunch of digital people leave the grid

Besides, the sfx will be phoned in like all new movies so it's not like they would have even reached the graphical fidelity of a movie almost 15 years old.

I'm excited for this movie but my expectations are managed. Letobros will be eating good October 10th

Tron Uprising was a decent attempt at making a show set inside the grid which focused primarily on the programs. It was pretty good for a CGI kids show, but everyone at Disney seems to have forgotten about it.

Uprising was a prequel with limited stakes, and it was a side project for teens, that still failed. no producer would greenlit a TRON movie without users. it took them many years before trying to do Star Wars projects without Jedis.
