It was already explained in 2 that avatar Quaritch is a completely different person, and throughout the movie it shows he's acting in ways Quaritch would not have (he doesn't really hate Jake or the Navi like the real Miles did). I'm sure in Avatar 3 he'll begin to abandon the Miles Quaritch persona and his real personality will emerge

Character development doesn't mean this is a completely different character. Have you ever seen these things called movies? Where characters go through events that might change how they perceive the world? Everything that happens in 2 is clearly not something he has experienced in his life, plus son. So what makes you say he isn't acting like the old version when you have no frame of reference?
He even goes through a mini-Jake journey of Navi experiences that he clearly enjoyed not because he isn't the same person but because of how wonderful and "healing" Navi ways are.
This is the same person who is simply missing the day of his death. Nowhere in the movie does he express that he is missing memories or that he doesn't have a whole picture, meaning this is the same person with the same consciousness that is comprised of memories.

Avatar Quaritch looks at human original in the recording like a failed rambling old man. Maybe it's not mocking but if it was the same "consciousness" he'd emphasize with "himself" more. The skull crush was the final rejection of him identifying as the original Quaritch despite carrying his memories and skills/training. I don't remember him ever showing longing or attachment to "his old life," like when Spider rejects the dog tags, Quaritch refers to his past incarnation as “your father,” not “me.” He acts like a young man with a full life ahead of him (with some of Quaritch's personality)
