It's not a twist, it happens like 20 minutes into the movie and the movie never suggests that someone else killed Pacino's partner.

It's part of the premise, rather than a plot resolution

The original movie casts a guy who looks like Skarsgard as his partner, fucks with the camera orientation and sound and editing, and makes the main character accidentally act out his guilt-ridden or perverted thoughts in-between daydreams of those same thoughts. 1997 went the extra mile to simulate sleeplessness while Nolan probably wasn't allowed to make The Al Pacino and The Robin Williams into the scumbags portrayed in the original. But it was nice to see 2002's ending recycled in The Dark Knight
