If they announced this after season 1 there would have had been legitimate hype because it was still fresh and new. Hell, Grogu wasn't even named yet at that point so they could have made a huge deal about discovering who he is.
If it had been after season 2 there would be confusion because exiting the story with Luke was the perfect ending for Baby Yoda, so potentially some curiosity about why he came back would drive interest.
If it was after Book of Boba Fett it would at least make sense because they had just been reunited, even though everyone outside of Disney universally agrees this was a dumb move.
But after season 3, which to recap was literally Star Wars The Mandalorian And Grogu for 6 hours? How will they justify turning a left over two episode story arc into something worth spending $50 at a theater? Do they really think anyone is going to be desperate enough to not wait a month for it to hit Disney+?
