Probably depends on a lot of stuff. Are they acting weird/creepy/dangerous? Are they bothering the actor when it's not convenient or appropriate? Apparently it's a huge "would you fuck off?" annoyance for an actor to be approached by fans while they're eating in public or out with their kids.
