Because they're a legit military force and not some raggedy band of raiders. Legion regularly trains and disciplines their soldiers. Their also the more brutal faction which naturally makes them tougher opponents against more civilized soldiers like the NCR. Orders are followed without question, no corruption, and no political gridlock to achieve their goals. Also I'd imagine with their own culture that they highly take pride in serves as a big motivation to win at all costs.

theres a lot of reasons. the legion were chads motivated to build an empire, superior training, morale. the NCR were globohomo conscripts that didnt even want to fight, let alone go fight these psychos in the desert where their influence is sparse.
and since the superior tactics in these kind of worlds are stalking, stealth, night ambushes. being brutal and bloodthirsty matters more than having junkie "vietnam" era rifles. the calibers can still wreck legion armor but the rifles are shitty. better off giving the NCR melee weapons too to fight them, otherwise you just hand over free kit to the legion after they win.

that's the legion's whole ethos: self-sufficiency. tribal remedies instead of stimpaks, no narcotics, melee weapons and guns they can repair themselves. this way they can train, outfit and supply a whole bunch of backwards tribals and fold them into the legion ez pz

Because the Legion are fighting a gorilla war against under equipped and exhausted conscripts who are already spread too thin. Every NCR trooper can have a semi auto rifle but it won’t matter when the Legion cuts off their supply lines and attacks at night
