Frieza unironically liked Vegeta and having him around and cared for him in a paternalistic way.

Naturally when Vegeta proved a real threat later on, Frieza saw him as an enemy.

Vegeta and the rest of the Saiyan survivors were the strongest of their kind but not anywhere near Freeza's level. They were still usefull but with no more Saiyan women, they would slowly age and die out and in the meantime, their abnormal strength was usefull for Freeza to exploit for his own gains.
