They're not in competition. They're based on two real life sets of people in different parts of the country doing similar criminal things.

Goodfellas works because the characters were more interesting. And you see their journey from being kids to being established mafioso. It was dark but with its own humor. Casino lacks these elements. You are introduced to them as they are already hardened criminals. There is not one likeable character in Casino. Also it's an incredibly sloppy movie. It's all VO and montages and you end up not caring about what happens to anyone in it.

Both are fantastic but Goodfellas has better pacing. Casino kind of lags a little bit near the end but then picks up once Ginger brings the whole operation crashing down
