Jack is obviously an asshole here but the waitress's actions are a sign of failing customer service, her job is one of a high schooler who doesn't understand how to make customers happy, she's supposed to move on by now and be a flight attendant or some high class waitress in a fancy restaraunt but instead she's a shitter waitress in a diner which means she doesn't have a single fucking clue how to properly give customer service or she'd be working a job making twice as much
this lack of understanding how to make the customer happy and move on with your job is shown in this scene and she completely fucks the entire thing up, showing why she's just a basic bitch waitress in the first place

They got replaced because the bosses want to save money by not having people to pay by the hour and who have rights. It has nothing to do with providing a quality service to the customer, many of whom would rather speak to a human being. Every week I hear someone complaining about self service in supermarkets and not being able to speak to someone at a desk in the bank

You have to understand the context here.
This was made in 1970. It was time when many of the old mom and pop diners that has vast or no menus were being bought by chains and switching to a more rigid simple menu.
These places changed from being somewhere you can turn up and just order whatever you want within reason, to having to have exactly as it is on the menu.
These days, the idea of going to a diner, knowing the ingredients they have and just making up an order is completely foreign.
This scene shows how a lot of people felt but didn't want to actually act, because they understand its not how understanding mature adults act.
