They're actually very large and are supposed to represent the sci-fi equivalent of coastal guns which could disable real destroyers in a few shots. Also iirc they're ion cannons so they just temporarily disable systems and shields but dont cause any structural damage.

The Empire dropped the AT-ATs far away from the Rebel base on Hoth because the base was protected by a powerful energy shield capable of deflecting orbital bombardment, making a direct fleet attack impossible.
The shield was strong enough to stop high-velocity projectiles and energy weapons, but it did not prevent large, slow-moving ground vehicles like the AT-ATs from passing through its perimeter.
The Imperial strategy was to deploy the heavily armored AT-ATs from a distance outside the shield's range, allowing them to approach the shield generator on the ground and destroy it, thereby enabling the Imperial fleet to conduct orbital bombardment.
This approach was necessary because the AT-ATs were the only viable option for a ground assault, as repulsorlift vehicles and starfighters could not penetrate the shield, and a direct infantry assault would have resulted in heavy casualties against the Rebels' entrenched defenses.

You'd think their space ships would have cannons like that but I liked to think it causes massive electrical issues around it which means it isn't viable for ships or space stations since they couldn't handle the stress of one so close, while in Hoth I pretended it was way the fuck out away from their base so when it fires it just briefly severs their wired connection until it reconnects

In Rogue One, a group of Y-wings fire their ion cannons on a Star Destroyer at Scariff, causing it to drift, then the hammerhead ship flies up and pushes the drifting SD into the other SD.

There's actually a Clone Wars episode where they have a mass ion cannon equipped on a special built Separatist ship. They disable it, one of those really expensive things that they had to special make. Not worth it when they're easily blown up. I think that's why the Y wings with ion cannons work better, they slip in more easily than a giant expensive ship (of special make) with them. Cheaper to replace too.

They do have ship based ion cannons, and smaller fighter based ion weapons. They're super effective because they let you disable a ship by frying their electrical systems.
But with those smaller weapons your needed sustained fire to do the same damage a planet based ion cannon could do.
But don't worry about it too hard, its ultimately just a story device to create tension and set up the robot camel set piece.
