I would say that if it had Awkwafina as a main in it, it would have a chance, but they can't afford her.
It won't be quite as high a budget as they're saying because most of the acting talent in it are being used based on contracts they were paid for years ago, and they still have one or two cameo or supporting roles left to run on their contact that they are legally obliged to provide. Thats how and why they got RDJ to play Doom; he has one film left from the contract he signed, so he was bought and paid for nearly a decade ago.
The same goes for most of the other stars in the film, this is mostly just mopping up what they have left on old contracts. On paper they'll say a fraction of the original contract has been paid for them on this film, but in reality that money was paid for years back by more successful films made back when the MCU was riding high. The inflated figures will be used for tax breaks, to further cut the financial outlay.
Also, marketing for films has been an absolute state the last 5 years. There is no way on Earth that the old rule of the same as the film's budget being spent on marketing is true anymore, especially for a film that costs 1 billion. What are they even going to spend that on, if true? A solid platinum statue of Pedro Pascal for the premiere? Raising the Titanic, restoring it, docking it in New York and having the premiere there?
All this from the company that can't afford Awkwafina because they didn't put her on a multi-film contract for Shang-Chi...

They could never just give up on making MCU movies. What a competent studio would have done was:
1. Not make Star Wars so bad that nobody wanted to see their movies.
2. Stagger phases of the MCU and Star Wars movies with TV shows filling in. So MCU would have taken a 5-6 year break in 2019 with just a few shows coming out to keep actors employed and interest alive. 2019-2025 would have been time for 3-5 Star Wars movies. Now MCU movies would come back and Star Wars would take a break and just do tv.
This would also let them explore new characters in the tv shows for a lower budget and figure out which ones could go on to be in the movies in a few years and drop those that their audience wasn't interested in.
What Disney wanted was two cash cows that they could milk every year and what they made was two turds.

RDJ alone is $100mn base salary for both movies coming in 2026 and 2027 but also 20% of gross box office.

Thunderbolts could have been profitable had Disney not sacrificed it to save Lilo and Stitch, it was on track to profit before it got pulled from cinemas early to clear the schedule for the holiday weekend. The fact that Disney then went "we had almost lost faith in the live action remakes until lilo and stitch scratched a profit" shows there was some advanced jewery going on behind the scenes. I think a great marketing tactic would be to plan out a budget of over $1 billion, tell everyone that's the budget to build up hype for it being the most expensive movie of all time, but then actually only spend a couple hundred million on it like normal. No one could call it false advertising or lying because they only said that was the budget, it just ended up that the actual spending came in $700 million under budget.
