Beast is easily as retarded or even more retarded than Gaston. All you have to do is look at the autistic meltdowns he has regularly to know that he's a moron. Belle liked that he had a huge library of books for HER to read, it wasn't like the Beast was in there reading them himself. People often buy lots of books that they never read to make it seem like they're intelligent when you see them, and Beast was no exception.
Pic related is from Season 4 of The Boys, where the director has to introduce a "smart" character named Sister Sage. The writers of the show are stupid, so the character is incapable of acting smart or saying anything smart. The director compensates for the character not doing anything smart by scattering a bunch of books around her in the scene where she is introduced. This way, the viewer is tricked into thinking she is smart simply because she owns so many books.
Come to think of it, we never know exactly what Belle is reading, just that she reads a lot. She could be reading some Twilight-tier furry romance novel for all we know. Belle is the average /lit/ poster who thinks that she's better than everyone else simply because she has a bunch of books and reads frequently. Do we ever see Belle DO anything smart? Does she ever talk about science or math or world affairs? The whole movie is a series of Belle's stupid decisions that culminates in the one person that actually gives a shit about her getting himself killed trying to help.
