They would just frame someone or just decide to prosecute someone who looked guilty enough. That’s why you see so many people get exonerated based on DNA evidence.

Also think about the fact that TV and film really overhype DNA and it’s actually not as reliable evidence of guilt because DNA can easily transport from anywhere.

Does this show fall off hard in the later seasons or does it hold up pretty well? I watched the first season and like half of the second a couple years ago. I was digging it pretty well, liked the whole vibe and the cast, and the arc about Adina's killer was very interesting. But I have heard a lot of the cast is replaced as it goes on and am not sure if that LEDs to things getting worse since I thought that was one of it's strong points.

Yes.
Cops, like everyone else, don't want to work.
They'll take any excuse that lets them call a case closed or shift the burden onto someone else.
This is why they spend most of their time lounging around giving out traffic tickets instead of pursuing real crime.
It's an easy low risk activity they can do to seem like they're working and they also happen to get a cut of the fines.
They don't get bonuses for catching murderers.

That's another thing they love about traffic policing. It's endless. No matter how many tickets they give out it will never go away.
We could basically replace them with speed cameras and give out tickets consistently and fairly. It would actually give results because the cameras are always watching. People would slow down. With cops it's very unlikely to run into one, so policing is wildly inconsistent.
And that's exactly why speed cameras are so despised. Because everyone knows they would work and they don't want to get fined.
Also some places tune their speed cameras in bullshit ways to maximize fines, but that can be regulated against.

A lot of police forces in the western world (or anywhere which requires substantial evidence for a prosecution) take preventative measures on who they perceive, rightly or wrongly, to be potential criminals. This essentially involves targeted harassment done in a legal but obvious way (even involving the general public in some cases), to make the person feel they are being watched at all times. This has the effect of essentially neutralising the target, as even when the police pull the heat off, they will still be paranoid and less likely to commit a crime.

I'm certain this is what a lot of the people who talk about "gangstalking" are experiencing - the ones who aren't plain old schizos at least. It's kind of a watered down version of east Germany's zersetzung. These people have captured the attention of the police for whatever reason, maybe said the wrong thing online, or someone with a vendetta put an anonymous tip on them, and then they start getting people making it blatantly obvious they're being watched or followed next time they're outside.

Please do and share it, I'd love to have that. I saw a person on the subr****t for Homicide claiming they were going to do the same and nothing ever came of it, but I think he did say something about the DVD track being off enough that it required quite a bit of editing. I haven't actually seen the remaster in motion, just screenshots, but I'd guess maybe some fade-to-black bits for ad breaks got cut or stuff was re-edited with different timing to accommodate the new soundtrack.
