I think he was going for a retrrograde of society where a little kid, all hey remembers is watching jimmy saville on the TV and seeing society has halted he sees saville as a trope to live up to, a real hero (despite them showing he was watching tellytubbies as a kid and saville was well gone from TV by then as only 70s kids knew him, which I assume boyle was)
In reality being that kids age he would have been looking up to shit like TMNT or power rangers not jimmy saville.
I just think boyle thought it would be funny.

Boyle is a liberal bloke who hates Brexit and all he is going for is this deconstruction of Great Britain and its ideals and how us being alone is us wallowing with our false heroes, ghosts and monsters. Spike will be his vehicle of growth, rejecting his father, rejecting the Jimmies and growing as the film goes on.
