A film that’s clearly trying to be like a bigger, more famous one (Dr Pepper), but never really gets the same respect.
It’s still enjoyable in its own right, maybe even a cult favorite, but it exists in the shadow of the thing it’s imitating.
Not "so bad it’s good," but more like "good enough if what you really wanted isn’t around."
Some contenders:
Deep Impact (1998) – came out the same year as Armageddon, same premise (giant space rock gonna kill us), but everyone remembers Armageddon. Deep Impact is Mr. Pibb.
Antz (1998) – DreamWorks’ answer to Pixar’s A Bug’s Life. Good movie, but history crowned the other bug movie.
The Shadow (1994) – tried to surf the Batman wave, but never hit the same notes.
Tango & Cash (1989) – fun buddy cop flick, but when people think of the genre, they think Lethal Weapon.
So the Mr. Pibb of film is basically:
