They were already having financial issues. Just transporting the sub to the dive site would be massively expensive. They had to maintain a large ship which is unbelievably expensive. They could not even guarantee a dive would happen because the site is deep ocean and the dive weather dependent. He was offering large discounts to get anyone to show up.
