Countries who had a high tax, big sate approach to society and had higher levels of happiness than america were seen as a threat. just to add some context for foreigners, these letters are sent indiscriminately to all properties not listed on their database
they use fear tactics, like red text, a impending date, a potential visit, but they are all empty threats, nothing happens if you ignore them
they particularly target university students who are more vulnerable and likely to be scared
In my first year of uni, I tried to call the number provided on a letter to explain how I didn't need a licence, but it was an automated voice with multiple options that put me in a loop, and I had to end the call, at which point the call had cost me £3

I personally think they don't care whether or not you pay a license, what they really want is you in their database. It should not be legal to use fear tactics like this, governments seem to just get away with it. And don't try to pretend it's just the UK government that does this. COVID19 fear tactics were employed in almost every country.
