It's goofy and gets goofier as they go. Not even Latin american prisons have as many murders as Oz does. There's multiple murders an episode sometimes, and later seasons up the ante for deaths. Nothing about it makes any sense.

They also clearly made "Emerald City" so they could have a single set, but they're trying to emulate an entire prison's eco-system. No sane person would put that many gangs and cliques into a SINGLE ward since they'd be endlessly fighting each other.

Not true. We give out probation and parole like candy. And if you're in a big city you can basically commit any misdemeanor you want. Public nudity, voyeurism, pissing and shitting in the street, prostitution and then be out on the street within the day. There are people with dozens of misdemeanors who walk the streets.

the magic answer to this is to continue substance treatment from prison into the outside world for those with a drug problem, compelled mental health treatment that also starts in prison and follows them to the outside, education and vocational training with job assistance placement, and proper counseling again from prison to the outside world. This would even cost less because of the lower rates of reoffending.
