If the earlier anon is saying that the T-1000 simply took over the cop's identity for a few hours before anyone got wise to what was going on, that's reasonable (and a very natural inference). The T-1000 is conveniently presented with the "police officer" appearance right off the bat, which grants him instant access everywhere, by design, which is why it uses the cop look as its base state. But he very definitely does not assume the cop's exact appearance, as shown in the film. The latter point is what I was focusing on.
My re-write of the first scene goes like this. The T-1000 teleports in, and is shown as an amorphous silver surfer blob, no definite human features. The cop (played by Patrick) pulls up and checks out the scene. He crunches broken glass under his boot (as in the original, establishing broken glass, Skid Row, bad neighborhood). He rounds a corner, and improbably, contrasting with the broken glass, there is a HUGE MIRROR propped up against the side of a truck. The cop (Patrick) regards his own reflection with a real look of human wonder and emotion in his face, reaches out and touches the mirror-
Sudden cut: the cop (still Patrick) walks quickly back to his car, his expression a bit more deadpan, the slightly angry look. He uses the box to immediately begin searching John Connor.
