I'm aware but horror movies have also bucked the trend during those months and I think studios are looking at the calendar more. If they released it in October it'd have all the horror competition, in December is FNAF and Anaconda, nothing really competing in January.
Not saying there's not good signs though, the main one is why they delayed it for so long. Could have been a videogame thing but it's suspicious.

Silent Hill is a plot device with basically unlimited potential and any halfway decent writer/director could do something interesting with it and yet they squander it by just poorly adapting the games over and over again.

You can give that idea up now. SH 2006 had a budget of like $50m. In today's dollarydoos that's like $80m now.
Now it's budget is lucky to be $15m
