There is nothing interesting about this character.
He has Roy Batty's platinum hair, but Timothy Oliphant doesn't have Rutger Hauer's build or physical presence.
He seems to be an obviously evil android, like Ash or David.
But unlike Ash, you know he's an android from the start, so there's no twist to his character, and unlike David he's not constantly seething with hatred for his creators or even really doing anything other than what he's told, no obvious personal motivations unlike David, and no interesting traits like David's obsession with Lawrence of Arabia or backbiting butler personality.

It's like someone was like "Let's have a character like Roy Batty in the show" and thought the thing that makes Roy Batty interesting is his blond hair.

Kirsch is presented as fair, thoughtful and considerate and a careful diplomat even, while Boy clearly does not give a shit about anyone and is an egomaniac.
All this is going to boil over when the whole facility goes chaotic eventually.
