The late 00s (2005-2012ish) is the real scene. Scene was never really a music genre, it was just the fashion sense that came in the later years for people that weren't so big on cutting their wrists but liked pop-punk and emo fringes.
The difference in fashion can roughly be summed up as emo is goth-lite, where scene is emo with lighter colours and brighter hair (with bright accents - pink accents on blonde hair was pretty common)

I also watched Can't Hardly Wait, and while it's not a great movie it has moments of the era, and the nerd subplot obviously inspired Super ad which is another movie to watch about 00s loser malaise. No, the 2000s were totally different from the 1990s. The early-mid 1990s had it's own unique style and pop culture, lots of plaid and vests and flower hats, grunge music and arcades, comic books and novels. A rejection of a lot of 1980s fads and trends. The last years before anyone knew what the internet was.

By the late 90s the counter culture fad had died and the Y2K aesthetic began to appear. People began to get on the internet in actual numbers. Leather and sunglasses and button up short sleeve dress shirts became the fashion. The goofiness of the 1980s and early 90s disappeared in pop culture where the action hero became some scrawny Trench Coat mafia type. Faux retro futurism with lots of silver and oval screens. A return to goofy pop music.

2001 destroyed this all abruptly. It's like everyone knew 9/11 was the end of the west. Everything became darker and more serious even if we still dressed bright. WASP culture was replaced in pop culture by globohomo. Kids started to act depressed and became emo/scene. Corporations started taking over everything. By 2005 it seemed like 2000 had been 20 years ago.
