I still like to think that the real reason he stuck around as first officer is that Starfleet gave an ultimatum to him to keep an eye on Picard potentially borging out, otherwise Picard would have been replaced.

Kek I've noticed this too, always felt like there was this constant apathy from the scriptwriters towards him, also that episode where he's portrayed as weak and unambitious for not elevating beyond his position to take command of another ship.

It's kinda funny how the story implies that his "version" of the flirting is clearly not truthful any more than the lady's version is and the truth must be somewhere between them, but nobody really comments on it once it's been proved the guy killed himself accidentally.

I'm not sure how conscious it is on the part of the writers, but generally all other characters who get portrayed in a negative light for that kind of episode get their personality fundamentally altered in some way, it's not only the circumstances that make them reveal themselves as flawed like Riker does.

Naw, Riker was the cool one. Worf was made to be the lamest character by a mile. Supposed to be some big tough warrior but loses every fucking fight he's ever in to the point it became a meme before memes existed. Also he got saddled with a useless annoying son as a single dad because Worf is the fucking worst.
