Steve Buscemi started off his career playing gay or bisexual characters in the 80s, a time when homophobia was common.
Then he hit big time, and by the 90s was appearing in bit roles making fun of gender confused people. Like, that's the entire bit. He appears in two scenes, on screen for maybe 75 seconds total. The entire joke is genderqueer people are deranged freaks.

They are deranged freaks. Also, Steve Buscemi was always known for playing weirdos, you're just mad he went from playing repulsive weirdos to playing lovable weirdos like Mr. Pink.

I thought it showed how bullying him in high school turned him into a future serial killer and then Adam Sandlar apologizing to him turned him back into a good guy again

Buscemi actually got his big break beating up Muslims in New York as a young street thug. After 9/11 he returned - pay free - to his old job, where his co-thugs hailed him as a legend
