Titanic was a tragedy that not only happened almost a century ago, most people related to the victims were already dead by 1997. Also, the characters were fictional.
9/11 was just 25 years ago and their families are still around. Even if the characters are not real, it's a terrible reminder for the families, specially in a time when people are oversensitive, to see what they went through.
Titanic got away with showing the tragedy of so many deaths because it's people that's too foreign for all of us and also it has a romantic plot in which Rose at least survived and had a chance to live her life. But you can't tell that with a 9/11 movie because, what's the outcome? The firefighters and rescuers did their best but so many died, even themselves. The first team died iicr. There is no positive stories to make a movie about because there wasn't anything triumphant about it.
