Honestly, from what I can tell you can just do whatever you want, look at Johnny Somali. Actual answer: there are specific fields like software development where there is either enough of a presence of international companies or local companies use English internally (rarer) that you can get by without knowing Japanese. If your occupation doesn't match these fields you're kind of fucked. Anyone with a bachelors degree can apply to the JET program but where you are assigned is entirely out of your hands. You could be put in a village of 3000 people in a rural part of the country and you'd likely be miserable even if you speak Japanese much less if you don't. You could attempt to get hired directly to private eikaiwa companies (JET is a government program) but expect the job to be complete ass and to have a real risk of being treated like dogshit in general.

You're 10 years too late. Tokyo is infested with foreigners now on top of massive tourism due to the weak yen, you won't get special treatment just for being white anymore.

Tokyo is absolutely not infested with foreigners. I was there late last year and even in Shinjuku/Shibuya/Ueno on a friday night you barely saw any non-japanese people. When I went to a few restaurants in more regular/residential areas I'd go like an hour+ walking without seeing a single other foreigner. I do agree that you won't get any special treatment just for being white anymore though.
