Yes kind of, though I think they become less cringey in later seasons.
Early in the series the monologues show how Dex thinks of himself as more of an edgy outcast weirdo than he really is

Watched Burn Notice episode 1 because I remembered it from back in the day and needed something to watch.
Couldn't even finish the episode because of the monologues.

the miami setting is really there in the first couple seasons. It kind of wanes towards the end though and becomes more of just generiv tv-land

No, don't stop anywhere, watch as much Dexter as you want, up to and including the whole thing.
Yes it has some bad parts especially in seasons 6, 7, 8, but the bad parts are still fun to laugh at and it remains entertaining throughout. >Hello whore...

No, there's other good stuff just in season 6. >Dex getting a blowjob at his high school reunion and the awkward aftermath, when he's really only doing it so he can steal the woman's phone and manipulate his next victim with it

True. I hadn't noticed until just now that seasons 5 and 7 actually got good reception, comparable to 1 and 3.
It's only seasons 6 and 8 that were really shat upon, not the whole second half of the show after Trinity as is commonly believed among those who haven't watched it in a long time

Can't shit on a woman getting revenge on her rapists. No but really Liddy in S5 is very good. As for S7 I don't remember anything very good about that one

they tried to film the pilot in miami but hurricanes are a bitch to work around so they relocated to LA partway through and filmed the rest of the series there

I liked the first few episodes of season 7 focusing on deb trying to come to terms with dexter and debating turning him/rehabing him, and then dexter stalking ray speltzer. Turns into a slog once hannah shows up but the finale was pretty good as well. Sirko would have been better if stevenson didn't have to abruptly leave and get written out
