It's about an hour too long and tries to do too much. Catwoman and Penguin scenes are almost superfluous and only serve to set up "EU" bullshit for the future of the franchise. It feels like a remake/reboot of the Nolan trilogy for most of the time, I heard it even recycles some ideas like having Penguin/Riddler/Catwoman as villains was rumored to be the first draft to Batman 3 (with Joker instead of Riddler) until Ledger died.

Hamada was going to use the Flash to soft reboot into a girl power franchise headlining Batgirl and Supergirl, and after Zaslav took over he mandated that Keaton be replaced by Affleck for the end of Flash and Aquaman 2, and let the Rock to bring Cavill back. WB was desperate in in 2018 when the Hamada plans were made to move on from the Snyderverse, but by 2022 the new regime seemed comfortable enough to explore new possibilities.
The DCU was an ego move from Gunn, who didn't want to have to play with anyone else's toys. The money people at WB didn't think a reboot was necessary one way or the other.
