Just because he is frugal, or cheap, doesn't mean he's desperate or that he's worrying about money. Again, it's a Jew thing. It's like looking at Curb Your Enthusiasm and thinking Larry David isn't rich because he'll fuss over 50 bucks and wear the same shitty clothes all the time. This is how they are.

They're not blue or white collar jobs, but they are jobs. These guys had the jobs young upwardly mobile Jews in the entertainment business would have. My point is, these guys weren't close to being poor, and the characters in the show had good money.

It could be a possible explanation. The thing is, the show doesn't say one way or the other. Kramer's source of income is largely played off a series running gag, and it's never really implied that he's in bad need of cash. It could be he has a rent controlled apartment, or it could be (what I always assumed) that one of his get rich schemes paid off early on and he was living off the residuals.
