Because Georgia and British Columbia offer huge tax breaks. And Los Angeles is where most of them live anyway.

Dallas fucking sucks.
Austin/San Antonio at least have pleasant surroundings and are growing culture hubs, as much as I don't like what kind of culture it is. They area is growing fast, and there's a reason people are moving there in droves.
Houston has a great museum district, second best theater in the nation, best and biggest medical center in the world, is near the coast, and has oil money.
Dallas has... Finance. And it's not even comparable to other big finance cities like New York, Chicago, etc. It's not even competetive in any single category.
