Africa has been a content mill for charity slush funds and executive bonuses for almost 200 years now. Even before our modern charities, European came in and built infrastructure and running water and electricity - none of which was maintained. That's why they do so much charity for Africa - because, no matter how much money you pour in, they never advance. You give Africa a pittance, nothing changes, and you get to ride around in the private charity jet (for fundraising). Obviously the Africans need help to pull themselves out of their pit, but since they've all become cargo cults, this is an impossible task.
