What makes Jackie Brown such a bore?

The protagonist isn't very interesting and doesn't have much of a personality. The antagonists on the other hand are great and all their scenes are golden (especially Samuel L. Jackson) but every scene with the titular character herself is just a slog to sit through.

The whole money switcheroo thing was incomprehensible. I’m sure if I sat down and thought about it I could figure out what they’re doing, but the fact that it’s not immediately apparent in the film suggests that they failed to convey what was happening adequately l
