It's a recurring theme, anytime a law enforcement antagonist takes the Dexter route(aka going behind the law), they fail miserably and look like a fool. Doakes was tailing Dex unsupervised, got suspended, then got caught by Dex. Laguerta starts to investigate him too unofficially/off the clock, using underhanded methods, she ends up looking insane and like a fool, and all because Doakes was doing the same thing. If Doakes were to do everything properly and not try and run away, and if Laguerta didn't hide calls from him, they would likely have caught Dexter or forced him to escape Miami.
Same thing happens with Batista, he lies to people he is trying to convince, then gives vague evidence looking like a complete fool and a nutjob. It could work on Miami Metro, since the third time is a charm, but again, he is tied to Laputa too, and this time those cops aren't his buddies, they don't know him at all.
On top of that NY is a busy place, they don't want to chase the tail of a killer that hasn't been active for 10 years and supposedly dead.
As for Harrison, there isn't enough evidence that would stick to him. Oh he was seen with that guy drunk? I guess he murdered him, as if rich assholes don't get targeted all the time.
