You clearly lack a college degree or you would understand the stat manipulation better. Being the crime stats in their raw form are misleading by their very nature. Being if you have one chunk of the population systematically repressed they will end up being more criminally motivated.
Then when you have a class of better off people they naturally become better targets of opportunity for a criminal elements. Most of all when they make up nearly 60% of the pop like white do. This is why the largest impact as far as dropping crime rates in the inner city is youth programs so they have something to do and something to loss if they do illegal BS.
