Because, prior to 9/11, everyone in NYC collectively agreed the Twin Towers were hideous. After 9/11, it was now a good chance to build something that wasn't ugly. The city went into full regard mode when it came to designing a new building and the NYPD and FBI also got involved because the base on the new tower needed to be able to withstand a bomb blast, the building was original going to be basically an all glass tower.
