In season 2 ep 6 I believe Dexter does actually report Doakes to his boss after Doakes breaks into his lab and goes through his tapes. The boss basically talks with Doakes and tells him to chill tf out or he could lose his job. Doakes abides by this until Dexter makes a move against Doakes by convincing him that an innocent person is a suspect. This results in Doakes confronting Dexter about this, resulting in Dexter taunting Doakes and then headbutting him. Dexter then calmly leaves the room and lets himself get assaulted by Doakes in full view of the police force, resulting in Doakes being suspended.
